Michigan — Professional Fund Raiser - Public Safety Organizations Bond
Fundraising for a Michigan police or firefighter organization uses the Public Safety Solicitation Act's registration route, not simply the general charitable-fundraiser application. The first-year bond is $25,000. For renewal, bring the preceding fiscal year's contribution total: the Attorney General's CTS-13 form uses tiers up to $100,000 in required security.

What this bond does
Provide Attorney General-accepted professional fundraiser security under MCL 14.304 and the Public Safety Solicitation Act, 1992 PA 298.
- Who needs it
- The professional fundraiser soliciting for a covered public safety organization or official. Register the fundraiser through CTS-13 and keep that filing distinct from the organization's CTS-12 registration.
- Who it protects
- The statute and public safety model protect Michigan's people, public safety organizations and others with causes of action for covered nonconformance or violation of the Act. The model extends liability to employed professional solicitors' malfeasance or misfeasance and requires a final Attorney General decision or court judgment before reimbursement. It is not a guarantee that a donation reaches a particular fundraising target.

The bond amount describes the limit of the bond obligation, not the price. A listed amount does not establish what the requesting party requires. The premium is what you pay and must be confirmed for the actual option. An E&O limit, where listed, is separate errors and omissions insurance.

Questions about this bond
Is every renewal still $25,000?
No. The current CTS-13 checklist applies contribution tiers up to $100,000 in security. A $25,000 figure printed on a model is not a reason to ignore the renewal tier. Match the actual total, required sum and Attorney General-accepted undertaking.
Does the public safety organization's registration cover its hired fundraiser?
No. The Attorney General lists CTS-12 for the organization and CTS-13 with bonding for the professional fundraiser. Keep the identities, contracts and solicitor schedule attached to the correct filing.
